cubase sx

i have a pc running at 500 mhz with cubase sx and about 200 mg of memory. I have an m audiophile 2496 sound card . I run v station , and fm7 and other software synths on my pc and get terrible crackling, slowing down etc. I suspect my pc isn't powerful enough. If so what set up would anyone recommend. I'm thinking of getting it up to 2000 + with about 500 of memory. Would this be enough or an over kill or is the problem something else.

I basically use my pc for wav drum loops and writing midi with my software synths then record them onto a fostex vf160. Any help is appreciated.
