You're a victim of latency. The sound card in your computer is not designed to process sound at the accuracy you need...so, you're going to have to invest in an audio interface.
A MIDI track in Cubase LE4 won't make any sound on its own. You'll have to assign it an output instrument (like HalionONE) in order to hear anything. HalionONE isn't great, but there are some passable sounding patches in there for strings and whatnot.
From most reports, Cubase 5 seems to be well received. I'm currently an LE4 user and I have a question for those of you using version 5:

I recently bought Miroslav Philharmonik CE from IK Multimedia. I've been flipping through the manual and so far have not yet been able to figure out how to use multiple instruments in it in Cubase LE 4.
According to the book, it says to create a VST Instrument with Philharmonik...
I'll add another vote for Yamaha. They're cheap, solid and sound good for what you pay. I'm a proponent of the BB series, but I'm not sure if they're still making them. I've had one for over 15 years and would buy it again if I had to go back in time and had more choices.
