im pretty good with circuit boards so is there any way to fix it or do you know the chip or component that needs to be replaced?

ovld red LED and signal is always on no matter where the input knob is adjusted to. the leds are on even when nothing is plugged into the back. is there any way to do a factory reset? thanks
