I think at this point it's time I take it into a local tech shop to fix. There could be so much wrong and I don't want to break it further in the process.
I'll keep you all posted on what the issue is, once it's fixed, to hopefully help...

I actually ran into another tascam issue recently...
Yup you got it! Black washer was rubber, popped right off with a little encouragement. Perfectly said.
When I pulled the capstan shaft / flywheel out from the machine upside down I actually saw it on the table under the tascam when I flipped it over.
