too little gain on mic

I use Protools MBox and a large diaghram Shure mic. With the gain all the way up on the MBox and the mic about a foot from an acoustic guitar, the VU meter barely makes it half way up, and the recording is clearly not loud enough. Phantom power is on. I am only using channel 1. The mic sounds fine through a PA. Any ideas? I'm probably overlooking the obvious.

"Line In" volume maybe? Not too familiar with PT but I'm sure there is some kind of internal volume adjustment. Just a thought.
