DSP Plugins Virtual Audio Cable

How would I go about using DSP plugins on a Virtual Audio Cable so I can use compression and phase rotation and other things in Skype and other applications that don't support DSP plugins?

Unfortunately the video doesn't seem to explain how to use DSP plugins with VAC.
