There's no point worrying about where the quietist level is it's the range between top and bottom that's important, so take the level up to the usual peak level you are happy with and ignor the visual mess at the bottom. If you record low so you don't see the noise then when you mix you may well run out of gain and end up normalising which does the same thing - ups everything. If you are worried about peaking, with a particular sound source, then that's a good reason to drop the level, but worrying about the bottom is not something I worry about.
