TASCAM 16x08 Windows 10 Headphones Not Monitoring Incoming Audio

So I just got a Tascam 16x08 and have installed everything on my Windows 10 laptop. Everything seems to be working fine except that I can not seem to figure out how to get the headphone jack to output the incoming audio signal from the microphone inputs. The inputs work. I can record. The headphones work. I can hear the audio through the headphones after the recording is stopped and I play it back. So the headphone jack is outputting audio from the computer. But it is not outputting a monitoring signal of the incoming audio as it is being passed to the computer. I don't know what to do. Can anyone help me figure this out? I'd really appreciate it. I've tried turning the "Line Out 1/2" knob but that isn't doing anything. I'm hoping this is just an issue of me not knowing where some setting is located. Thank you.
 
The input monitoring is controlled by the software provided by Tascam. Their page for that interface shows a screen shot of the usual DSP mixer arrangement. I don't see any mention of it in you post.
 
And when you get it working!
You might find that the headphone level is a bit feeble when you are recording at the recommended -18dBFS(24 bits/44.1kHz).

This is a common problem on AIs and is not due to a lack of headphone amp 'power' but lack of gain in the H/P monitoring path. (there might also be a bit of "nannyfication" at work here too!) .

The solution is a simple, if a dangly nuisance, one. An external headphone amp.

TBH the problem really only arises when trying to monitor on cans 'in noise' such as a drummer or electric guitarist. (or of course if you are NEXT to one of the buggers!)

I have no issue with the headphone volume with my Tascam USB600. Like BSG says,its controlled with the software.
