how to sample

Quick question, I have noticed that some people that make beats and tracks they use samples of other older songs and music to go along with the track. What is the best way to do that without having the other track in the background? What are the laws and issues i may run into with using someone elses voices and or songs in addition with what I create?

In order to sample other music to create your own, you have to get a license to do so. In order to receive the license, you might have to pay a flat rate, or a residual rate. However, in a lot of underground music, or hip hop mix tapes, there's a lot of sampling going on, that's not legal. If one of the tracks or beats you make, ends up on the radio, or any other mass media, it needs to be licensed or you could face a lot of trouble.
