Recorded 16 bit, can I mix in 24 bit?

Hm, this is becoming confusing. Where did you guys learn all this? Is there a book or paper I can read?

My project is 24 bit, set by default in my daw settings. Some files I imported are 16bit (recorded in 1997 on adat, etc). The new ones I record (to replace a bad take) are 24. I plan to remix everything, export as a 24bit wav without dither. If/when I master, I'd dither it to 16 bit after all that processing is on the final. Is this the correct way to go about it?

Yes, that is all you have to do.
