I like stray's plan; however, I've tried the Fruity Loops demo and ACID Xpress. I find ACID to be much easier (for me); would it also be valid?
The reason I suggested FL is because it’s a standalone program, you can make beats with it alone. Plus, there are a lot people using it who get online and share samples and sound fonts.

You can use Acid to make beats (that’s what I use), but you need to use it with other gear or software. I play my keyboards and synths and record that into Acid. Then I loop, chop, arrange and mix in Acid.

Acid Pro supports virtual instruments (VSTi), which is software that has sounds you can play from a MIDI keyboard and use in Acid. There are a bunch of free VSTis that you can download online to get started.

I’m don’t think Express has VSTi support, so you really couldn’t use that for beats. Fine for recording vocals though.

That isn’t the SPECS, that’s the manual. Blame Tascam not me. If you checked the SPECS, they make no mention of importing via USB. Here’s the SPECS and the brochure for the product.

Just another option... but the other one might serve you better in the future (the computer interface one).
 
By "in the future" I mean, its something you can grow in to... Go with the interface idea, but if you feel the need to experiment with standalone recorders, I'd start with the DP. Plus, you can always go back and forth with a set-up like that (DP to computer, back and forth, etc).
