For electronic music check out the UK mag Computer Music (click for link)

It features really hands on articles as well as OK reviews (again they really like everything) I think they go lighter on the ads than the american mags as well. It's a bit pricey to get a subscription in the US but I feel its money well spent. Each issue comes with a CD with lots of nifty stuff (ie not just demos) Most cds come with a couple hundred electronic music style samples (cool!) plus the august issue came with a free virtual instrument.
 
There is no hands down winner. They all have something to offer. I subscribe to Home Recording, Tape Op, and Recording. I also read EQ, Mix, EM, and Computer Music at the bookstore and buy the issues of particular interest. You should, in fact, read as much of as many of them as you can.
 
I checked out Tape Op. Here's what I found out:

"6 issue subscription (air mail, guaranteed delivery): $45.00 US funds"

Slightly not free for people living outside the US. I guess I'm gonna hafta emigrate...
