lost windows 98 start up disk

It's been a while but I'm pretty sure you do this:
Control Panel > Add/Remove Programs
Don't remember what tab you have to click on, either add/remove Windows components or the third one, but there should be a button to click on that says something like "Create Windows 98 Startup Disk"
You could also try downloading Ultimate Boot CD from here:

problem is this computer has xp and the other one i'm trying to restore is older with a new hard drive and has no operating system on it yet. it has to be windows 98 and no higher because of the processor speed and ect.... I did have a start up 98 but was chewed up by the dog.
