Computer/Soundcard setup

Hi there. I have an IBM Aptiva 2172-71B computer with Pentium 3, 550MHz, and 128MB RAM. I was thinking of upgrading my RAM but I've looked into the prices and it seems that I could get an upgrade kit for an extra few hundred dollars which has Pentium 4, 3.0GB, 512MB RAM. Does anyone recommend this? Then on top of that, I could get:

1. An external soundcard such as the Tascam US-122 (an all in one solution with phantom power etc)
2. One of the Behringer Microphones (is there much of a difference between the C1 & B2?)

I ONLY want to record my vocals - no instruments. Apart from my bedroom acoustics, would the above help in giving my vocals a good sound or if there are other recommendations for any of this, I'd love to hear them!
 
I say do the upgrade to the computer if it fits into your budget. Also, look into Studio Projects mics rather than the Behri's. An SP B1 will only cost you $100.
