Audio interface only works when FW card is in x16 slot

After hours of dealing with Windows 7 locking up completely (not even a BSOD!) when I turned on my audio interface, I finally tried putting my FW card in the PCIe x16 slot and it suprisingly worked! It's not a big issue right now, but I had planned on upgrading to a dedicated video card so I could do 3D work at home. Any ideas why an x1 PCIe card will only work in the x16 slot?

The card is a SIIG with a TI chip. I tried a Belkin card with a TI chipset and had identical problems. I'm using the legacy firewire driver.

Probably either a bad motherboard or a bad power supply. Lockups almost always point to bad hardware.
