Just bought an old Tascam 4 track to record at home. Never had any equipment or any means of recording at home and it seems to work fine except the record button doesn’t press all the way down?

You usually have to press play and record together on those units I think. The manual states (I assume you're talking about the MF-P01) that "pushing down the record button also pushes down the play button," but it may be easier to help it out by pushing both buttons together. Have you tried that?
