VTB-1 Insane Input, No Output

Having a bit of a problem with my VTB-1 preamp. My mic works fine, but not so much for the line in. I plug my guitar in, start chunking away, and the input is constantly breaking the +8db barrier, even though the input gain is turned down to zero! Then, with the output, even if I crank it up to max, I get absolutely no reading. Input constantly maxed, output nothing. Of course, while trying to record the guitar, unless I barely pluck the string, the sound is maxed and distorted. It isn't the cord, I've tried a few. It isn't the guitar, as I've tried a few of those too. It can't be my recording software either, because the readings are off as soon as it hits the VTB-1. Any suggestions?

If the input's showing max and you can't get zilch at output, it sounds like a repair job. You don't have both XLR and 1/4 connected at the same time do you?

Apart from what robin said, have you considered the possibility of contacting PMI/Studio Projects direct?
