you definately need something to map 
What are you trying to do? A midi controller doesn't have any sounds to map unless you are playing a soft synth or hardware module.
There are tricks to doing it in midi or you can program the patch to do the mapping but it depends on what you are using.

...yup. Many decent keyboard can handle it. You must specify what keyboard is that you are using. Software needed in computer synth only OR, when you do patch editing with computer. Sample ? I don't think so unless you do it in hardware based sampler or computer.
